MRC Board of Directors & Meeting Information



Board Overview

The MRC is governed by nine directors elected by the membership. The directors meet quarterly, typically on the last Wednesday of the first month of the quarter, to conduct business that includes review and acceptance of the quarterly tip fee; receipt of an update report on PERC Facility operations; decisions on management and disposition of the MRC’s financial assets and reserve funds; discussion of waste delivery trends and waste control measures; and other relevant planning tasks and policies.

The MRC Finance Committee typically meets at 9 am on the dates and at the same locations as the regular quarterly Board meetings.

Directors serve for three-year terms staggered such that one-third of the directors face re-election each year.   The annual election takes place during the fourth quarter of each calendar year, with results announced at the MRC Annual Meeting held each year in the second week of December.

Operating Budget

MRC administrative expenses consist mainly of the costs to retain its executive director, Greg Lounder, and the costs of technical consulting and legal services.  Other expenses include the annual audit, insurance, filing fees, web-site and office costs, and allowances for contingencies.  The MRC raises funds through dues assessed on its members, which have stayed at $1.25 per ton with no increases in recent years, in part due to withdrawals from an MRC Operating Stabilization Fund, which had a balance in July 2013 of $2.45 million.  The MRC also receives reimbursement for the cost of services pursuant to agreements withPERC and Bangor Hydro Electric Company (BHE).
